BUSINESS operators in Selangor using the Selangkah system do not need to keep a manual visitor logbook for their daily report to the Federal Government.
Selangor Task Force for Covid-19 committee member Dr Helmi Zakariah said the relevant authorities have been informed that Selangkah complied with the standard operating procedures (SOP) issued by the Federal Government.
“So there is no need for business operators in Selangor to keep a manual record,” he said in an interview.
“The daily reports constitute a ‘self-declaration’ by the business owners as to whether they comply with the SOPs.
“It is not meant to include a daily submission of the logbook into the report system. The methodology for collecting daily logbooks has not been outlined.”
The Covid-19 Outbreak Prevention Programme Daily Report comes under the purview of the Department of Occupational Safety and Health (DOSH), an agency under the Human Resource Ministry. The International Trade and Industry Ministry (Miti) provides the platform for the reports.
Dr Helmi added that Selangkah managed the daily visitor logbook for both business owners and shoppers and that it complemented the Federal Government’s SOP.
Dr Helmi said this in response to a query from some business operators in Selangor, such as the SS15 business community in Subang Jaya.
They expressed confusion as business operators had to submit daily reports to a dedicated website under Miti as part of the Covid-19 Outbreak Prevention Programme Daily Report.
They also questioned if a daily visitor logbook was required as part of the report. The Selangor government had last month made it mandatory for business operators in Selangor to use Selangkah that functions like a digital visitor logbook using Quick Response (QR) code.
It can be used for contact tracing purposes as the system records the date, time and phone number of customers who visited a particular place.Customers who visit any government or commercial premises in Selangor, including offices, restaurants and shops, need to scan the Selangkah QR code before they can enter any premises.
“The additional SOP issued by the state government for businesses upon the conditional movement control order (MCO) is to use Selangkah, which is an integrated, state-owned contact tracing system,” said Dr Helmi.
“Having a single integrated system will make it easier for health personnel to search through thousands of names in doing contact tracing, as opposed to collecting manual visitor logbooks from each premises.”
He said Selangor government had assured the ministry that the Selangkah initiative would help business operators in the state comply with SOPs for the reopening of the economy.
“Selangkah is in the process of being integrated with the national MySejahtera app and other corporate apps such as banking and e-wallets, to create a seamless user experience.“During a pandemic, all solutions must be inter-operable, integrated and effective to increase uptake in their usage and adoption,” said Dr Helmi.
He added that Selangkah was an initiative undertaken by the Selangor Task Force for Covid-19.
Mentri Besar Selangor Incorporated provides the platform that Selangkah operates on.In a statement, Selangor Mentri Besar Datuk Seri Amirudin Shari said the integration of the Selangkah ecosystem with Health Ministry’s MySejahtera app would enable the latter to access Selangkah’s database to widen the reach and scope of contact tracing.
“The integration means business operators using Selangkah can continue to do so and the sharing of data between the two digital systems will be achieved,” he noted.
He said Selangkah was used by 40,000 business owners and utilised by 2.03 million users in the Klang Valley as of June 3.
“For a start, contact tracing carried out by health personnel will be integrated across both MySejahtera and Selangkah.
“Soon, users will be able to utilise the MySejahtera app to scan Selangkah’s QR code, in addition to relying on existing modalities,” said Amirudin.
“In order to ensure compliance with SOP for the reopening of the economic sector during the conditional MCO, Selangkah information logs will be made accessible to enforcement and health officers from a variety of government agencies, including local authorities,” he added.
